Create, improve, review, and locally customize skills with a quality-first workflow. Use this skill when the user wants to build a new skill, strengthen an existing one, improve trigger accuracy or execution clarity, fill missing artifacts such as README, evals, metadata, or references, review publish readiness, or safely modify a locally available skill package. When local modification is requested, verify access and writeability first, report blockers clearly, and confirm the target path and edit intent before editing. Do not use it for ordinary prose editing, unrelated code refactors, or simple skill discovery or installation.
