Vets a third-party skill BEFORE installing it, and produces a rich profile of what the skill is, how to use it, whether it is safe, and how it compares to alternatives — then a clear install decision. This skill should be used when the user is considering installing, adding, or downloading someone else's skill and asks things like "is this skill safe to install", "should I install this skill", "what does this skill do", "is this skill worth it", or "vet this skill before I add it". It produces a Skill Profile Card (what it does / how to use it / safety / ecosystem comparison) followed by an INSTALL / REPLACE / DO-NOT-INSTALL decision, leading with safety. It does NOT produce a line-by-line fix list for skills you wrote yourself (use skill-linter for that).
